Artists were recruited directly

In the railways, direct recruitment of Bharat Scout guides and artists from cultural quota was done at the divisional level. The divisional administration used to give jobs to youths from these two quotas from time to time according to their needs. For this a selection committee was formed. The committee consisted of senior officers associated with the railway division.
