New Delhi. Companies like WhatsApp, Zoom and Google Duo may now require a license to operate in India. Actually, the Government of India is coming with a new telecom bill. Under this, over-the-top players such as WhatsApp, Zoom and Google Duo that provide calling and messaging services may require a license to operate in the country.
OTT has been included with telecom service in the bill. The government has proposed a provision to waive the fees and penalties of telecom and internet service providers in the bill. Apart from this, the ministry has also introduced a provision for refund of fees if a telecom or internet provider company surrenders its license.
Telecom Minister Ashwini Vaishnav said on Thursday that the new telecom bill will provide a roadmap for the industry to restructure and promote innovation. Speaking at an event of the Public Affairs Forum of India, the minister said that in the next one-and-a-half years, the government will completely revise the entire digital regulatory framework.
Global level digital legal framework
He said that its aim is to strike a balance between social purpose, duties and rights of the people and technology framework. Ashwini Vaishnav further said that the digital world needs comprehensive laws and the Prime Minister has targeted the Telecom Ministry to make India’s digital legal framework global.
restructuring of industry
The Telecom Minister said that the industry has to go through many phases due to business environment, change in technology and many other factors. So it needs restructuring. The minister further said that if the industry is to be restructured, then we have to keep in mind that these things are my right and therefore a clear frame has been put forward in this bill.
Will make the best digital legal framework
Vaishnav said, ‘It does not mean that we just roam around and copy whatever is best in the world, but the goal is to create a digital legal framework that the whole world can study. This is a very big objective and it is possible.
